With the object of supervision administration and academic activities of Niketan located at various parts of Brahmaputra valley of Assam is divided into Seven Bibhags. In each Bibhag a Bibhag Nirikshak (Zonal Observator) is appointed by the Shishu Shiksha Samiti, Assam who is responsible to give direction for implementation of academic planning as well as to supervise the school administration of his bibhag. Generally in a Bibhag there are 80 to 100 numbers of schools located one to three districts. A socially reputed academician is nominated as Bibhag Pramukh in each Bibhag to manage all the activities at Bibhag in a planned manner for a period of years.
The Bibhag is compromised by a number of Sankuls. With 5 to 20 Niketans of an area, formed a Sankul. Among the Niketans in a sankulthe Pradhanacharya belongs to sankul Kendra Niketan will act as a Sankul Promukh. Some of the functions of a Sankul is to Co-ordinate among the Niketons belong to a Sankul with organize the meeting of Pradhan Acharyas at the end of every two months. In addition to that the Sankul have to organize annually the competition of Games, Quiz, Cultural programmes, Acharya Sanmilon, Shishu,Sanmilon,Bigyan Mela etc.
The Niketans are located at various places of Assam. Generally in Urban areas, Niketans are established on the basis of population, where as in rural areas on the basis of distance from one Niketan to another Niketan. Children’s are admitted in the Niketan at 4 plus level in Ankur class termed as Shishu Batika class. The every Niketan has a Managing Committee headed by the Chairman and Pradhan Acharya is Organising Secretary of that committee. The term of each Managing Committee is three years. The selection and appointment of Acharya and other office staff entrusted to the local Managing Committee as per Rules and Regulation of 1994. The formation of Managing Committee and appointment of Acharya etc are done in presence of Bibhag Nirikshak or a representative of Shishu Shiksha Samiti, Assam. The appointment of Acharya and formation of Managing Committee are to be approved by the Shishu Shiksha Samiti, Assam which is a mandatory by its rules and regulation. The selection of Pradhan Acharyya and his/ her appointment transfer and removal etc. are done by the Shishu Shiksha Samiti, Assam. The school Managing Committee can not take any action on the Pradhan Acharya without proper approval of Shishu Shiksha Samiti, Assam. It is a mandatory that the annual Accounts and report of every Niketan must be submitted to the samiti just after the end of each financial year with the approval at Niketans’ Annual General Meeting within month of May of next financial year. It is to be noted that if any niketan fails to submit the annual accounts and involved in activities which are detrimental to the ideology of Vidya Bharati and Shishu Shiksha Samiti, Assam. In such a situation the local Managing Committee. The Shishu Shiksha Samiti, Assam is the sole authority and can advice any bank to stopped the advice financial transaction of any school. Then the Local Managing Committee can be dissolved by the Shishu Shiksha Samiti, Assam with out any prior notice. In this case the Shishu Shiksha Samiti, Assam have right to appoint an Administrative Officer in any affiliated niketan as and when necessary. That the Shishu Shiksha Samiti’s, Assam an approval is necessary for operation of bank account by the Managing Committee of every niketan which are mandatory as per decision of Shishu Shiksha Samiti, Assam.
